Don't go for LL.B. Better go for MBA finance, it will give more job opportunities. It has least job opportunities. I prefer MBA, because even if you failed to complete CS the knowledge you will have in Taxation, SEBI, Accounts will help you to get good jobs if you take MBA in finance. Same thing has

I got only 46% in B.Com. I was thinking of doing MBA but for doing MBA 50% is required. So now I am thinking of doing LL.B. Or CS.

ECE is better if you want to enter business field. Because it has business related subjects in its 3rd or 4th semester.

Yes you are eligible. As per the eligibility criteria of M.Sc. Computer Science (Software) (2-Year) Part-II
the candidates having passed M.Sc. Part-I in any area of Computer or 1-year Diploma course after
Graduation in any area of Computer from this University or any other University/Institute/DOEACC

Yes, you can do it from any age, it is based on interest of yours, because Diploma in CS is an interesting branch.
You will get to know lots of interesting things about technology. But, make sure that after completing your Diploma, go for B.Tech.
