There is a difference between IT and ICT and Its simple as a piece of Cake.
In IT the word I relates to Information that is in forms of ZEROs and ONE, binary so every subset of IT that is Infrastructure (network, server), Information System (application, databases), Information Security (access control, firewalls)are all deals with data in the form of Binary. In short its all about binary data.
In ICT , I relates to Information which can be analog or binary and Communication relates to devices which sends and receive signals, Its all about device technologies which communicate with each other such as radios with station, mobile

Both M.Tech and MBA are good career options after engineering graduation degree. M.Tech will make you a specialist in chosen field and you can make career as a technologist. You may seek admission in M.Tech if you are technically inclined. If you are not technically inclined then you may opt for MBA and become a generalist. Currently scope of MBA is wider but slowly industry has started paying good salaries to technologist also. USA is best location for Engineering and Management education. USA is hub of Technology invention and innovation, therefore, MS in USA will add lot of value to your technical career. If I have a choice I will always recommend MS over MBA in USA. You may evaluate doing MBA in USA after few years of experience.

Both B.Tech CSE & IT degrees are equally good. CSE graduates have a minor edge over IT graduates. Every engineering college gets best students in CSE because of demand. CSE graduates get both Apps and System development job. Indian IT industry give only Apps development job to IT graduates. B.Tech CSE graduates may also get little better CTC in comparison to IT graduates if they are from reputed Engineering colleges. CSE has more scope & job opportunities in comparison to IT.

B.Tech CSE syllabus has more emphasis on Computational Science theory and systems engineering, Whereas B.Tech IT syllabus has more emphasis on Application Programming. B.Tech CSE is the most preferred branch of students. CSE gets the best talent at entrance level. Indian IT industry prefers CSE over IT graduates.
