First cut-off was 97% for general, 92% and 91% for SC/ST and OBC respectively. The fifth and final cut-off landed upto 94.5% and admissions were closed.

Yes, you can get admission if you go for courses like hindi (hons), philosophy (hons) that to in lower colleges of Delhi University. I would suggest you to try for some private colleges, that would be better for your career.
