Yes, you can get admission in B.Com honours course without mathematics. Maths is not compulsory at all. However, the knowledge of mathematics is required in B.Com courses, which you will learn in the classroom. However, whether you will get a seat in this college or not depends on the cutoff. Most probably in second or third round, you will get a seat.

You will can't get admission with this score in Delhi University College. You have to give entrance exam for M.Sc.
