Yes, I think that you can do B.Ed in distance mode after doing D.El.Ed in regular but you can not do these two courses in same session like you have to pass D.El.Ed in 2012-14 and B.Ed in 2014-2016 session.

The minimum criteria in JNU is Bachelor's degree in the 10+2+3 pattern of education with a minimum of 50% marks.

Though open schooling boards such as NIOS are recognized abroad, it's up to the university. They will evaluate your degree as per their norms before confirming your admission. So, it is best you write to them before applying.
