Hi Arshdeep,
To become a doctor, you must pursue MBBS. You may get an education loan, if you have a good profile and got the admission offer from a good university banks will be willing to give you a loan. Take your IELTS too.

It is completely your choice Hemadri, I think you should alteast try taking the NEET and also simultaneously look for options in Russia. If you are not competent enough to take the NEET then don't stress yourself. Please know your priorities and decide.

Well, you can become a doctor by following these steps:
Step 1-Learn PCB NCERT's line to line. Treat every line as an MCQ. Practice physics numerical problems.
Step 2-Crack PMT/NEET /AIIMS/JIPMER exam with good marks and study MBBS for 5 years.
Step 3-Do your PG as MD/MS for 3 or 2 years.
Step 4-Clear UPSC medical entrance exam, apply for the army, open your own clinic and get your white coat.

Yes, you can get an authentic doctorate degree by completing your Ph.D in a specific subject, but you can't join an OPD and don't have permission to observe patients.
