Hi Abhishek,
You can not get admission in this college with 51 percentile in JEE Mains exam. Although you can try for management quota admission. The details of management quota will be available in the campus. You can visit the campus for detailed enquiry.
You can predict your other possible colleges here :

For IIM, your CAT exam rank matters and you PI (personal interview) performance. You can do your B.Tech from anywhere.

Yes, you can get admission through lateral entry in B.Tech but your percentage is not so good, it is difficult to get a good college for computer science and engineering.

I am not completely aware of NIEC but for placements I think every private college in IPU has almost same ranking .Placements are something that depends on your hard work and skills. If you want a good placements then off-campus is best.Further you can take your travel time into account

You should choose mechanical from Northern India Engineering College because it has wider opportunities.
The college has an internal society of mechanical students, which actively participates in competitions.
The crowd is also awesome.
The labs are also well-equipped and you will access a proper space for your practical work.
Last year, mechanical branch's package went high too. You would love to be a NIECian.

Most probably, you will have to wait till the last of counselling session. But will fetch a seat in last available college.
