Both are really good colleges with good facilities but I would suggest IP for better infrastructure and a quite and engaging college life which I personally prefer and Drc for a more loud college life as it is in North campus.

The course is available in both Hindi and English. There is no restriction on the language. Since you are studying yourself, you can study in language you are comfortable with. You can request study material in English or buy study material from market in English.
