The final AIR will be declared after April 2019 considering the best score out of the two JEE Mains attempts for all the applicants, hence based on current percentile we cannot predict whether you will qualify for IIIT, Delhi or not. Wait for the final AIR declaration.

Can I study abroad after doing my polytechnic in civil engineering?

Yes, definitely but you have to enrol in an undergraduate programme as universities abroad don't have lateral entry scheme for polytechnic candidates.
Also, shortlist country first as compared to college/university due to various visa regulations, work regulations, etc.

To be frank, mechanical engineering students are more than mechanical engineering jobs available now. But if you are smart enough in your field then you will possibly get ahead of others in the competition. And stop thinking whats good for a girl and start thinking what you want to do.
