What rank is required to get a government engineering college through UPSEE lateral entry for mechanical branch?

For government UPSEE LEET colleges, your rank should be less than 50 and for private colleges, your rank should be less than 200.

Well, it varies every year. Since last 4 years, the placement is constantly down. TCS was the major recruiter this year. 69 B.Tech students got placed. I haven't uploaded the income certificate in UPSEE counselling & my fee waiver status was NO after verification, can I submit it in round-2?

Sorry, but now you can't submit it. But, I think you should talk to UPSEE counseling center. They will make this thing possible.

It is not that good college. You can only survive tier and from last some years, there are no placements with this General Rank. You can get better colleges than this.
