No, you cannot join MIT School of Architecture for B.Arch without the GATE exam.

The required entrance exam for B.Arch is NATA (National Aptitude Test in Architecture). GATE is primarily for postgraduate engineering programs.

No, the institute does not have any other provision for admission to the BTech course. Additionally, apart from this candidate must also fulfil the eligibility conditions. Hence, an applicant must have passed Class 12 with Physics and Chemistry as compulsory subjects along with Mathematics/ Biology to be eligible for admission.
