Yes, but only after subtracting Rs. 1500 in cancellation fees. However, depending on the organisation and the particulars surrounding the payment, there may be differences in the counselling fee refund policy. For example, you won't be eligible for a refund if you do this after the JOSAA's sixth round and the announcement of the results of the fifth round. For the most recent information available regarding their return policy, please visit their official website or give them a call at their hotline.

It is difficult to say for sure whether you will be able to get a seat for CSE in any college with an 83.96 % in JEE Mains. The cutoff for CSE varies from college to college, and it is also affected by the number of students who appear for the exam and the difficulty level of the paper. However, with an 83.96%, you do have a good chance of getting a seat in a good college. You should try to focus on your preparation for the JEE Advanced and aim for a good rank. This will increase your chances of getting a seat in a top college.

With the rank of 6 Lakh in JEE mains, it's quite difficult to get admission in top tier college. Some colleges like Jaypee University, Amity University, Sharda University, LPU have option for CSE. Both Jaypee and Chitkara are good choice for pursuing CSE. If you prefer industry - oriented curriculum with strong placement opportunities, Chitkara University is best option.

It will be difficult to gain admission to VIT Vellore, but you can secure a seat in CSE. It will probably fall into the fourth category if you are accepted. In other VIT branches, your chances are better. You can secure a seat at VIT Chennai, albeit most likely in the third or fourth category.

Considering your percentage, the chances of getting admission to any IIT or NIT are very low. You can try as you belong to the SC category. You can also study in good private colleges like Panipat Insitute of Engineering and Technology (PIET), Geeta University, etc. that do not give preference to JEE Mains.
