No, it is not required for a candidate to answer every question on the Engineering Graduate Aptitude Test (GATE). In the competitive exam like GATE, the  participants has to select the questions they wish to try according to their degree of comfort and understanding in the subject matter.

Thus, you must be accurate; do not try to answer questions you do not understand. Always answer those questions for which you're 100%sure.

Yes, you can change your college in second year of B.Tech. However, admissions and eligibility rules vary from college to college and from state to state. If you want to apply to another Tamil Nadu college, you should check the eligibility and admission procedure rules of the college you want to apply to. You must appear on the entrance exam or meet other standards specified by the college.

REC pratapgarh accepts JEE scores for B.tech course admission. However if you have done diploma in the Civil engineering from a prestigious university as you are stating , you can seek for a lateral entry in Btech course through CUET only with good scores. However you need to ensure that the past records of Diploma in civil engineering course are good and you fetch a good score in CUET , only then you would be able to gey admissions. It also depends upon the availability of seats and vacancies
