Hello Sandeep,
In my opinion, you should read English books and read English newspapers. You should write in English, speak in the English language in front of the mirror, you should watch English videos and practice to talk in the English language. Just be confident.

Hi,
IELTS is an international exam. It stands for International English Language Test Series. Suppose if want to go abroad (English speaking nation) for your further study or willing to work abroad then this exam is required. It shows how fluent you are in English (all round). You can appear in this exam when you are fully prepared. Its result is shown in band levels ranging from 0 to 9. The more the band you scores the more you are proficient in English.
