Either IELTS or TOEFL is compulsory if you are planning to study abroad, particularly the countries you mentioned. You may still write to the universities and see if they can waive it off based on your scores. Otherwise check for English language pathway programs , please check with the universities about such courses.

If you are interested in any course through distance learning mode than IGNOU is also a good option. It is a well-established brand name and internationally renowned. I hope this would suffice. All the best and god bless you.

This will be decided by the university, generally waivers are not given by Canadian universities but if your overall profile is good they may or at max can offer you a bridge course in English. I will really advise you to check with the universities directly.
