Ethical hackers are mainly Penetration Testers who find security issues in the system. Cyber Security is much bigger domain and covers a lot of subjects including penetration testing. CSSRL provides various training programme in cyber security domain. You don't need to quit college to pursue these part time training programs.

The openings for work are massive and great compensation just improves the desirability of the job. The salaries of ethical hackers have a tendency to be about 20 to 30% more than the salaries earned by professional in different positions at a similar level in other IT fields. A beginner in the field of moral hacking may get a salary bundle of about INR 3 to 6 LPA with a government organization. However, the pay can rise generously with better academic qualification, certifications and work experience. Some ethical hackers tend to earn INR 30 LPA. The primary hubs for these jobs include Bangalore, Mumbai, Pune, Hyderabad and Chennai.

Ethical hacking is a broad field in itself and deal with many kinds of attacks, and some sophisticated too.
Every IT organisation which is dealig with USERS and their data with privacy contents needs an ethical hacker to secure their domain.
If we talk about SCOPE.
Yes there are loads of STARTUPS , aka well funded. They need Bug reporting mechanism to make their security robust like FLIPKART.
Either they do it by HIRING securoty guys within organisation or outsource using bug bounty programme. By any mean but they really need it.
