Hope you are doing well, now coming back to the question, Yes you can transfer from one college to another college in the second year of B.Com course but you have to continue your studies under the same University. If you want to take admission in the another university then it is not possible.

You should focus on you 12th class subjects because in entrance exam they asked aptitude questions and from you commerce subject also.

If the 1 preference college is good and have an excellent % rate of placement I would suggest you to go for 1st preference but if you are willing you can give your 2nd attempt and choose between the 2 colleges.

It depends you want to take admission in Delhi or Delhi University and also which course you want to pursue. You might get admission in DU but its difficult, although u should give it a try. In private colleges you can easily go for courses through relevant enterences.
