Verbal Ability and Reading Comprehension, Data Interpretation and Logical Reasoning, and Quantitative Ability make up the three portions of the test. The CAT cut-off last year at NBIM, Pune, was 73 percentile. An online computer-based test called the Common Management Admission Test is given by the National Testing Agency of India. Yes!, you can join coaching for CAT after your first year. Many students start after their first year to gain a chance at cracking the competitive CAT exam. Joining a coach helps in setting consistency and pace. It is a significant confidence boost for those who are not confident in their self-preparations and need some extra support. Ou can take coaching both online as well as offline modes. The top coaching institutes in India include:

No, every year nearly 1.20 lac candidates appear for Jexpo exam and there are few polytechnic govt. colleges that too require a good rank (5000 approx)
So, from my personal experience I can suggest you wait till 3rd round counselling (though I am not assuring you about your chances of getting a seat at govt polytechnic. Chances are very much less)
Instead of that, I suggest you focus on your preparation and next year try to score a decent rank within 3000(general) to get a govt college.

Hope you are doing good.
According to your rank of 34500 rank in JEE MAINS,it is quite impossible for you to get CSE or IT branch in NITs and IITs.However you may have some chances to get some other branches in some NITs.Cutoff trends vary year to year based pn various factors including Number of attended exam, difficulty of exam, category ,marks obtained etc
