Yes, you can appear and prepare for JEE 2021, firstly don't take any chances by dropping your B.Sc. But once you crack your JEE Main advance attain the counseling of JEE and if you get enrolled in engineering college then you can leave the B.Sc. And continue with engineering.

NO, There is a very less chance of getting any NITs at this percentile. However, you should try for the counselling if you want to take admission For B.Tech this year.
