There are ample amount of good colleges in Delhi providing the degree of B.Sc. Most of them are entrance based and most of them have already conducted entrance hopefully you have appear for them. List of such colleges:-
1. Jamia milia Islamia
2. JNU
3. IGNOU
4. Amity (Noida, private)
5. Ambedkar university

If you are talking about MBBS then you have to clear the exam NEET conducted every year and need to get a very good rank in order to get the college of your choice. It is not an anti-government activity, it is totally acceptable.

Just for the record, I passed from government Engineering College, Amravati by taking Electrical Engineering branch and so obviously I have a bias. By now you must have taken admission somewhere already. So there is no point in giving my opinion.
