No, you cannot apply for 2nd counselling because you must apply for 1st counselling, after that you can apply for 2nd counselling.

No, students who have qualified for the IPU CET exam need to register for GGSIPU counselling process to get admission into their preferred courses. Candidates who have failed to appear for the counselling round are not eligible to take admission at Guru Gobind Singh Indraprastha University.
