Yes, candidates who have completed an MA in Hindi are eligible to apply for UGC NET irrespective of the discipline in which they have completed their Bachelor’s degree. They must have secured at least 55% in MA Hindi and should have completed the course from a recognised institute. Those applying for Junior Research Fellowship (JRF) must be below the age of 30 whereas there is no age restriction for the post of Assistant Professor.
According to the latest guidelines of UGC, candidates who have completed a four-year course such as B.Tech and B.E. are eligible to apply for the NET exam and pursue PhD in any field as per their prefer

The admission process at Cotton University shall begin after the result of CUET exam. For Hindi courses, the eligibility criteria is subjective to the course you are chooosing. For examples, for M.A. Hindi, it calls for the applicant to have passed his undergraduation from a recognised board. Then, the admission are done on merit basis.
