Yes, sure, you can choose a college outside of Delhi of your choice. You can go outside of Delhi like Jaipur, Shillong, Shimla and so on.

Yes. They do accept it. National Institute of Open Schooling is an organisation run by central government. They have complete authority to conduct board exam and no one can question their validity. The certificates issued by NIOS is hundred percent valid. Please check the below link for Univeristies in Australia for Hospitality Management studies.
