Yes, transfer from college to college or university to university is possible. The process of transferring universities is pretty simple. All you need to do is find the right university, search its website for an online form and fill it out. Once the form has been submitted, most universities will start their own transfer process within a week or so. You can get admission in other university in the 2nd year onwards through the process of lateral entry. There are some seats for lateral entry students in some of the colleges.

No, not at all. You can't get admission into any college with duplicate certificates of class 10th and 12th. Class 10th and 12th marksheet is generally necessary for admission in good colleges. To get duplicate SSLC marks card, you need to submit an application to DDPI KSEEB Bangalore in respect of Bangalore Division or to DDPI in the Division office of the board at Mysore, Belgaum, and Kalburgi in respect of candidates residing in the concerned divisions.

Yes, of course you can pursue Ph.D. in history even if you are from an engineering background. Admission to the Ph.D. History course is based on an entrance test followed by an interview conducted by the various universities. Entrance exam for Ph.D. in History are:
