Yes MSU Baroda is a well known and reputed university to pursue B.A. Philosophy. Also, the university has many other good career oriented courses to offer.

M.A. In English would give more opportunities. You can choose English literature or Sociology as optional for main. Also it depend on interest. The more are chances if one appear with subject of interest.

B.A. Public administration would be more useful for UPSC CSE. I suggest you to do analysis of share of various subjects in ore and main.
