Yes, you can get admission in this college:
It is a very good college. with robust infra, very elite location and very good crowd. In my opinion best location any college can have is Dyal Singh College, surrounded with beautiful Lodi Gardens, Safdarjung Tomb, Khan Market, JLN Stadium, building like CGO complex. It is located in posh location in South Delhi.

No, you cannot. Failing means your Honor degree would not be handed over to you, rather just a normal graduation degree. There is a huge different in that.
