Hello,
To pursue Ph.D in education you need to complete your graduation and post graduation in Education (B.Ed, M.Ed. post graduation in education) then you have to clear entrance exam (for example - UGC NET exam) which is conducted by many colleges and after the counselling process, you will get admission. Some colleges who offer this course are: University of Delhi, Jamia Millia Islamia University, Maharshi Dayanand University, University of Calicut, Lovely Professional University, Banaras Hindu University, Chaudhary Charan Singh University, etc., there are many more colleges which offer this course across the country.

For becoming an IPS officer you need to clear the IPS exam which is held by Union public service commission (UPSC) every year. It is a very competitive exam with more than 100000+ candidates taking the exam out of which under 200 are finally selected.
This exam completes in 3 steps:First step is prelims exam , it is objective (popularly known as CSAT).
Second step is mains exam , it is subjective (Also known as Mains).
Third step is personal interview.
