Firstly congratulations on completing MA.
Now for UGC NET exam, I would suggest you apply as soon as possible because last date of UGC NET 2019 application form filing is 30th March 2019. NTA will be conducting this exam in June 2019 and dates are from 20 June to 28 June as exam will be in computer based mode. You can apply at official website. Ph.D in human genetics is a 2 to 5 years doctorate level degree course. The minimum eligibility for the post is a Master's degree (Post Graduate qualification) or M.Phil in human genetics or related subject with a minimum of 55% marks at the undergraduate level.
