You need to fill the application form of IGNOU with respective details. You need to scan the documents of your HSC and SSLC and your recent photograph to submit the application. Fees is around 5000 for entire course and exams. I hope it helps.

Yes, surely. You can get admission for BA with these marks. You may not get in top ranking college but your chances if getting admission in reasonable ranked college are quite good. But by now the process in many universities us about to conclude and I am afraid if you have not taken part, it's too late for current year but you can in next academic year.

Yes, indeed. You can seek admission for MA in JNU. The only issue is that it is not feasible this year since the process is already over. But surely you can think of doing it for academic session of 2019-2020. Just download the brochure and read FAQ put out on the website of JNU.
