You can pursue M.Phil from IGNOU only. For M.Phil:-
a) Master's Degree from a University recognized by UGC in the relevant discipline with at least 55% marks [50% marks in the case of SC, ST and OBC (Non-creamy Layer)/ Differently-Able and other categories of candidates as per the decision of UGC from time to time, or for those who had obtained their Master's Degree priorto19th September,1991]. It's the ways in which you give commands to computer. .
Just like while talking to an Englishman, you need to talk in English and for a Hindi man, you talk in Hindi.
If you learn programming language, you'll get jobs related to programmers or coders.
You can learn simple languages in just a span of 2 -3 month, but learning core languages is quite tough, but not impossible.

As you have completed your PG in nursing, you are definitely eligible for PhD. Many universities ask prospective students to clear an eligibility exam. That's all. Just approach the institute and then they will guide you further.
