Yes, you are eligible. To be eligible for the University Grants Commission – National Eligibility Test (UGC NET) exam, the candidate has to score a minimum of 55% aggregate in a Master's degree pr Equivalent in a relevant stream from any recognised university. Candidates currently in the final year of a master's degree are also eligible for the exam.

Yes you can go for PhD after MSc Clinical Psychology. In India many universities offer PhD Clinical Psychology or related fields.
