The RGU Guwahati BA (English) curriculum is based on the New Education Policy (NEP). It is divided over a period of four years. However, students can opt to exit after the third year. After your MSc, you can opt for a PhD in fields like Medical Laboratory Technology, Clinical Research, Biochemistry, Microbiology, Biotechnology, or Molecular Medicine. 

PhD programs typically require a strong academic background, research interest, and sometimes qualifying exams. 

No you can't choose but you also choose additional sub in sec vec maybe. But in B.A. part 2 you can't pursue. 

First you should choose the subject which is beneficial for you and you have more interest in it. If I talk about scope of these subjects, both subjects contains the largest approachs and application. But I suggest you should take Political Science (Hons). I think it's more helpful to give better knowledge. It will help in career building and in competitive exams scores.
