Generally no facilities are given to any unreserved candidate in semi government college. They have to pay the regular college and prescribed fees as decided by the college

Yes, Galgotias University is approved by AICTE. It is a fully recognized university, has a good placement record and faculty members also. Undoubtedly, you can take admission there.

For admission into government medical colleges in general category you need a score around 500 while for private medical colleges you need around 350.

You have scored very less. So it will be difficult for you to get admission into any government colleges for BVSc. For BVSc you need around 250.

DIHM is the best because it is India's best state government college.
