Nowadays, scope in physiotherapy is very less in south India. You can choose Bachelor in Prosthetics & Orthotics.

Yes you will very easily be able to book a berth in any branch of your choice in NIT Rourkela with this rank. Infact, you can probably aim for better institutes like NIT Surathkal or NIT Trichy or NIT Warangal.
