No, you have to complete your under graduation, then only you can apply for the PG Diploma.

To become a certified counselling psychologist, one can pursue BA and MA in Psychology and Ph.D in Psychology.
Even if one has done Post Graduate Diploma in Psychological Counselling, he/she can be called a counsellor.
