IGRUA is the best, they are government aided and have the best infrastructure, instructors, aircrafts and other facilities. They also have a tie-up with CAE, hence the quality of training and exposure is much better. Chimes is also doing good when it comes to private institutions. They operate from an uncontrolled airfield and usually have to go to Bhopal or some other controlled airfield to practise instrument flying procedures. The instructors are although good and same is the condition of their airplanes. Both the institutions have good in-house accommodation facilities available and the infrastructure is also comparable. Stammering is controllable and within limits should not affect the candidate's selection for pursual of CPL Training. Although I would still suggest to meet a panel doctor who is certified by DGCA for conducting class 1 initial and renewal medicals. They will be able to give exact advise. The list of all such doctors is available on DGCA webpage under Medical Tab.

Absolutely, there is a minimal issue. There is a requirement that if you need glasses, then you must carry 2 pairs with you at all times.
Here is an extract from the CASA Designated Aviation Medical Examiner's Handbook.
Professional Flight Crew and ATCs
For all professional flight crew and ATC: 6/9, corrected if necessary, in each eye separately. Additionally, the acuity must be 6/6 or better when tested with both eyes open.

Becoming a commercial pilot can be considered difficult, but just as difficult as many things we achieve in life. Once you become a commercial pilot, to keep being one, you need the same level of dedication and effort you put when becoming one.
It requires dedication, studies, and some personal sacrifices. You need to keep current all the time, so you have to keep studying throughout your entire career.
You will have simulator examinations every six months and every time you fly a new aircraft type. You also have to pass a medical examination every year.

The total fee for IGRUA is 40 lacs and that includes accommodation and food too. You can check on the website of the university. The whole process is provided there by the university.

Both of them are premier institutions of India. IGRUA and NFTI both share similar training module and fleets. So an aspirant coming from any of them will hold equal weightage for the recruiting organisation. But my personal favorite is still IGRUA.

There's no such agreement done at IGRUA or any other flying school for that matter. The course fee may differ by some amount depending on the fuel prices in the international market and the cost of training as decided by the institution.
But it rarely happens that the finally paid total fee will differ too much from the estimated fee as calculated or declared before commencement of training.
