Your rank is good but it's tough to get VIPS. VIPS is the most reputed institution of IPU and you are outside Delhi candidate so there is a little chance to get VIPS.

See, if you are a Delhi resident, then you can easily get the college at this rank but if you are of outside Delhi, then this will create problem for you.
