Yes, she is eligible for BCA, as in BCA you only have to develop computer applications that only needs coding.

In my opinion, CSE at NIT Jalandhar is better than CSE at PEC Chandigarh, because NIT Jalandhar provides good quality of CSE faculty members and good course curriculum.

In case, you don't get your desired college, don't settle for something mediocre. Instead of settling down for some mediocre college, it would be better if you try for some good private university. IIIT is always better when compared to an NIT, however, small an IIIT may be, you'll always get a better exposure in an IIIT. So, according to me, you should go to the college you've been selected. Also, the spot rounds in most cases is a waste of time and money as they do not offer a seat in most of the cases.
