Yes, you can easily get admission in Government Leather Institute, Agra, for CSE branch if you have a rank of 160000. Generally, the cutoffs are higher for CSE department, but your rank is quite good, and you can easily get admission in CSE. You can choose from a wide range of UG and After 10th courses across various fields. 

Yes you can get admission to Diploma course at AMU or jmi where Amu and jmi will conducts it own entrance examination for various Diploma courses.
