You can check the help line numbers given on the website so that you can contact them there as I know of LPU which states all the details of contacts as well as admission procedure on its website. Even the scholarship for which a candidate would be liable is informed to the students once he logs in to the web site. So check from the contacts of the website for such details. All the best.

Yes, if you fulfill the eligibility you would get a seat in the lateral entry, that is to say that you need at least 60 % in your Diploma in the related field and the admission will be from the main campus.
