Both colleges are good. Personally, I would recommend to go for UEM Kolkata. UEM Kolkata is one of the popular university for engineering and management education. The university offers undergraduate, post-graduate and doctoral degrees. The undergraduate courses offer B.Tech in engineering fields including Computer Science and Engineering (CSE), Electronics & Communication Engineering (ECE), Electrical & Electronics Engineering (EEE), Electrical Engineering, Biotechnology, Civil Engineering, and Mechanical Engineering. While the postgraduate courses offer M.Tech. There is a provision for Ph.D. in various streams of engineering.

The MAKAUT is an institute of repute. You can also try for NITMAS which offers good faculty. You have talked about the average fee structure for your course. Yes, I agree that financial status should not be a hindrance to higher education. The universities are offering high scales of scholarships to make education easily available for students.
