How is syllabus of faculty of law ICFAI University, Dehradun as compared to other universities like BHU, DU and NLUs?

ICFAI University's law faculty is among India's finest law colleges in India. They follow the exact curriculum that is in the NLUs and their syllabus is similar as well.

Yes, there is a moot court available in SLC Dehradun. I can't vouch about the mooting culture.

Both colleges are good in terms of faculty and placements, and are approved by the Bar Council Of India.
