I would suggest you to live in a hostel for a year, then rent a room near ICFAI. Then, in third year go to Prem Nagar. And, even if interested, go anywhere in next and final year.
1. You will never regret a living hostel life.
2. If you have a bike or anything selaqui is not far from campus.
3. Renting near campus is not much expensive.
4. Living near college will save you some bucks of transportation etc. In the end choice is yours.

Yes, there is a moot court available in SLC Dehradun. I can't vouch about the mooting culture.
