The fee structure at Shri KK Shastri Government Commerce College for M.com is around INR 45000 for 2 years. It is quite reasonable so just go for it.

Hey the cutoff for M.com at Bangalore University os for general category - 54%opening and 100% closing
SC category - 38% opening and 98.83 %closing
ST Category - 52%opening and 95.8%closing

The fee structure at Sydenham Commerce college for M.Com is an average INR 2000. It has a reasonable fee and anyone can afford it. It has a 100% placement record.

SC/ST/PWD/BC- 15% of total marks

You don't need to get a migration Certificate to do M.Com
You need to get you undergraduate degree and apply for M.Com in different colleges. Then you need to give entrance exams or whatever the eligibility criteria is.
