The application process is more or less the same. However, the entry requirements are different with every university. You can check the university website for requirements such as GRE, TOEFL or IELTS. GRE is mainly required in US. You will also need recommendation letters and a SOP.

Varies with what you want to study and which university. Singapore is one of the most affordable study abroad destination. Tuition fees overall may range from Rs. 12 Lakhs to Rs. 30 Lakhs a year. MBA programs are more expensive. You may refer to the list of options below

Visit their websites and check the individual university admission requirements. You must take GRE and TOEFL or IELTS and to get into the top competitive universities you must score high.
