The cost will vary depending on where you received your M.Sc., for example, IIT students will pay between 2 lakh and 3 lakh for a two-year degree (including housing and meals). In contrast, there is very little mess and room in standard degree-granting institutions like government colleges.

This depends upon from where you did the M.Sc. like if you did it from IITs fees is in between 2lakh to 3 lakh(including hostel and mess) total for 2 years. While in normal degree colleges like government college it is very less but there you have to find room and mess .

There are various institute like IGNOU Annamalai University, Madurai Kamaraj University, University of Mumbai (IDOL), University of Madras - Institute of Distance Education (IDE), Acharya Nagarjuna University - Centre for Distance Education
Osmania University - Prof. G. Ram Reddy Centre for Distance Education (PGRRCDE)
Bharathiar University - School of Distance Education
Andhra University - School of Distance Education (AU SDE)
they provide distance M.Sc. But according to me you have to do in regular if it is not that much problem because a regular degree is always greater in importance that a distance.
