Hi Guru Prasad,
The main criteria is to complete your Bachelor degree with very good grades. German universities only accept a brilliant students. Along with it, you must have a strong research profile. Take IELTS too. You can consider taking GATE but not compulsory.

First of all, for MS, you profile matters the most. Whatever the project you handled, work experience or internships make your MS plan bit easier. Even if your profile is not that amazing, still there's a chance so that you should score GRE impressively (320+ is better). Your good SOP (statement of Purpose), well defined letter of recommendation from at least two universities will help you to be considered that you're capable of handling the program they offer. Hi Jagan,
For MS in Germany, you need the following:
At least 70-75% from a reputed Indian university. You need to appear for GRE (for some Universities) and a score of above 300 should do the needful. Also, it can boost a student's profile if he or she appears for the course even though the university has not requested for it. IELTS (6.0) or TOEFL(100) is also required. You may apply through daaddelhi.org.

Hi Jagan,
No country or university will re-imburse tuition fee. You have to pay the fee and they are not going to re-imburse. It is not a company flight ticket or insurance policy that you will get back the money. Scholarships can be availed if you are highly meritorious. You can avail education loan from banks to study abroad. Of course, you must repay the amount within a specific period, 15 to 20 years after you graduate.
