Unfortunately, admissions to engineering colleges of almost all states are restricted to students domiciled in that state only. Hence I am afraid you won't be eligible for admission in a college in Tamil Nadu.

I would advise you to concentrate on your studies for class 10th and subsequently for class 12th. If you study well here, you will do well in JEE Mains. Also, since syllabus is almost same. There are plenty of coaching classes in Maharashtra. You can take the one that is nearer to your home or the one where it is convenient to go.

NM of Mumbai indeed have a course called integrated Diploma. Here you will be admitted to Diploma course and after passing will be treated like a lateral entry candidate. Thus one requires 3+3 years. I am attaching a link that will give you all required information.

Admissions to this college are restricted to only those students who are domicile of Maharashtra. Only a few seats may be available for all India quota but this is declared only at 11th hour.

The minimum eligibility criteria is that the candidate should have passed 12th from a recognised board.
Since, you have failed in mathematics you will not be eligible for admission even if you crack NCHMCT.
