Almost every institution and states allow NRI's to seek admission in an engineering college. First you need to decide where you want to take admission. unfortunately rules and procedure is different at different college. You might have a chance, if reservations are concerned, else you can try getting into this college through management quota.

Firstly, I must congratulate you for thinking of doing graduation after diploma. But your choice is nothing short of dangerous. SC of India has declared last year that all engineering degrees obtained via distance education since 2001 are invalid & stand cancelled. Hence, I would strongly advocate against engineering degree via distance. You can seek lateral admission or can do AMIE which is equivalent if you are already having a job.
