For admission to M.Sc in Echocardiography, you must have passed in B.Sc Cardiac Care/Cardiovascular Technology from a recognized institute or university.

No you cant apply for physiotherapy. Both are different courses. You have done a graduation degree and MPT is a allied medical post graduation comprising of Medical subjects.

The college might have revised the fee recently and the same has not been updated on Shiksha.com.
